Ex-pats are immigrants here and do not qualify for the various governmental health plans and the coverage we had back home does not apply. We need health coverage for the things that concern us such as falls, getting hit by a car or a heart attack. The concept is that someone with a condition so serious that long term treatment is required would want to return to their home country to be with family and under the umbrella of a federal health system such as Medicare.
